How do you tag an area, in this case an entire housing estate!, that is raised up above ground level?

Just draw the outline of the area & tag it as level=1? The main entry is via a bridge: https://www.google.com.au/maps/@-28.0673717,153.3800556,3a,23.4y,28.84h,87.1t/data=!3m6!1e1!3m4!1sBF_8z5ekricuuEFZnUJioQ!2e0!7i13312!8i6656?hl=en , which is ok, but should all the internal roads also be marked as bridges?
