I would not use the natural key with a value like "shelter" or "rock_shelter", as this is about the purpose, a specific use of the situation, and not a description of the physical situation. >From the point of view of shelter tagging, shelter_type=rock_shelter seems a valid approach and I would go for it. You could still double tag it with natural=cliff_overhang (or whatever describes the feature) if you like. Cheers Martin
