I would say that such tagging is 100% fine and I would consider it superior to addr:housenumber = A1-A11.
It would be probably nicer to map individual apartments in such case with their own addr:housenumber (what may require asking people living there), but in many cases it is probably not viable. And may be outright impossible in some places.
