I think you may misunderstand the meaning of access=permissive. This tag is used in cases where the owner of private property allows everyone to access it, so asking for permission would be pointless. (The owner may make individual exceptions or change their mind about granting access to everybody at any time.) > Indeed, access=permissive makes no sense for a private driveway.
