If you are managing taxis and motorcycle taxis then surely you know you have to check which is which. Which tag is used to check for them is immaterial. Similarly if you were doing an analysis of surface area devoted to public parking then you also need to know to check for access!=private. If you're doing an analysis of mobility options then you need to know to check for wheelchair tag, etc. The only advantage of a separate top-level amenity=motorcycle_taxi tag is that it won't show up for people who don't know the difference. But if they don't know the difference, they're likely in an area where motorcycle taxis don't exist. This is going around in circles.
