Actually there are some. Please have a look at the https://wiki.openstreetmap.org/wiki/Proposed_features/sunbathing#Examples, specifically at the 1st couple of them (more to come). If you see there some equipment -- sunshades, etc installed by the park authority, bathing establishment, et al. then you'd guess it's an area designated to sunbathing.
