Ideally the renderer would only show those primaries additionally (where they are not usually shown), when they are needed for a complete network. This is probably difficult (or even impossible in a nearly live rendering), at least if there isn’t more guidance from tagging. Would it make sense to introduce network qualifiers for connecting roads? Sometimes it won’t help if this can only be one road, because for example a primary road could dissolve into several secondary roads (or can’t it?).
