Fortunately, our situation in eastern Indonesia is much simpler: most roads have no official classification, and most towns and villages only have one or two significant road connections to the rest of the island. I'm trying to help all of the HOT and facebook mappers classify the highways in a reasonable way, instead of adding them all as highway=unclassified (based on confusion) or highway=track (because they are unpaved). And there was also a mapper adding every new road as highway=primary, since it was the only road in the area, even it it wandered off into the forest.
