Someone already mentioned Poland. Also, this is pretty much the standard situation for traffic lights in Sweden; they always come with zebra stripes. If the lights are active, they take precedence over the signs and markings; if the lights are off or showing flashing amber, the situation reverts to whatever the signs and markings say. (And if there is a police officer directing traffic, their instructions override whatever the traffic light says.) Also, France. For example, this crossing in the 14:th arrondissement of Paris: https://goo.gl/maps/Koxt1X7ohFQv1adh8 <https://goo.gl/maps/Koxt1X7ohFQv1adh8> Helsinki: https://goo.gl/maps/Koxt1X7ohFQv1adh8 <https://goo.gl/maps/Koxt1X7ohFQv1adh8> Oslo: https://goo.gl/maps/UVjFoZmdTdXGWxhj6 <https://goo.gl/maps/UVjFoZmdTdXGWxhj6> Bruxelles: https://goo.gl/maps/rNyMmZDMdddQDzEg8 <https://goo.gl/maps/rNyMmZDMdddQDzEg8> Praha: https://goo.gl/maps/fovqEMAjoSuni3TD9 <https://goo.gl/maps/fovqEMAjoSuni3TD9> So it’s not just the Poles who are being funny. :)
