Yes - the history of https://www.openstreetmap.org/way/10191527/history suggests that it's a merge. Likely the mapper didn't spot the extra tags and the editor that they were using (at the time) didn't highlight what had happened.
With a bit of forensics you can often re-split the way and apply the original tags, but after 4 years a new survey is probably a better idea :)
