Yes, that it is issue that is always present with deprecating already
used tags.
If someone wants to do it then making proposal with vote is probably
the best way to check
is it considered as a good idea. And one should not become irritated
if the answer from the
community is "no".
diaper=yes ... means?
A place you can get a diaper?
A bin for disposal?
A changing table?
The tag implies nothing usefull itself. Would be better to have a tag
that means what it is.
