unclassified "original" meaning was "for through traffic". Which is "better", or in normal terminology - "higher in the road network hierarchy". As for the name "unclassified". Both residential and unclassified are roads which do not have national reference numbers/classification. If unclassified and residential would be identical, what would be the reason to tag such roads differently? P.S. Name "residential" is kind of misleading.
