People may be annoyed with such a question "is the line is minor or just a line?" if they're not interested. That's why we are looking for a default meaning for unqualified power lines as to encourage knowledgeable people to improve their tagging. Mappers doesn't always use bare JOSM to map, other useful tools help them to produce data at a high quality level. Agree with Marc marc, the best situation is power=line which can be completed with other tags to give more precise and useful data. All the best François
