Janko, this is an awesome idea! We could use it for templates - e.g. iD
editor could show a list of these, and selecting one would pre-populate it.
The combination would contain both keys (e.g. something that user would
need to type in), and tags (key=specific value).  It would be a bit more
difficult to go the other way -- given an OSM feature, determine which
tag_combination(s) would match it.

I am not sure I understood about the key+value property.  Are you asking
for a new string property to store "key=value" of the current tag?  But
that's already being stored as a sitelink (shown in the upper right
corner). The only possible problem is that "_" and spaces are treated as
equals, so in some rare cases we may have to store it as a string too.
