The main idea that i got for barrier=retaining_wall is to indicate that between the lower ground and the upper ground, there is a retaining wall preventing the movement to got this way (most probably, car or bicycle can't go through the retaining wall easily, as it act like a small "cliff"). That's why it is a barrier.
