The land is deliberately used to grow grass for some reason. Be it for decoration, or as a strip between sidewalk and the road to encourage people not to walk too close to the road, or some other purpose, somebody made a decision to grow/maintain grass there. In agriculture, landuse=farmland + landcover=grass is a better fit for pastures. Where landcover=grass fits better than landuse=grass is where the grass arose there naturally and nobody is using it for any purpose, like the Pampas of South America. Or where grass has taken over an abandoned area formerly used for other purposes, although in practise it would probably be landcover=scrub rather than landcover=grass, because in the absence of grazers you're more likely to get scrub than grass. -- Paul
