But you still have service=parking_aisle for car parks, & similar classifications. Around here, at least, areas such as shopping centre car parks are gazetted public roads, so normal road rules apply, & the Police can charge you with speeding, hooning, drink-driving etc, even if you don't leave the bounds of the car park.
