As I read the tourism=* page, it seems that tourism=attraction is for things (like waterfalls) that exist independent of tourism that might interest a tourist.
Things like theme parks that exist only for tourists would get a tourism=* tag. So I suggest tourism=carriage_ride as the main tag. I don't think it's an amenity as I understand the usage in OSM (things like pharmacies that aren't per se for tourists but might be useful to one).
