Interestingly the key:highway wiki page lists unclassified as
the lowest classification of a road:
"The least most important through roads in a country's system"
So using service as an even lower class road contradicts what has
been in the Wiki for ages.
IMHO service is a special road like a track. Its not part of
a classification of the public road system but used on mostly
private property - Thats what the wiki says for like 10 years?

So using service as a replacement for a narrow residential or
