I don't know why they have different numbers, but I can tell you that they
do have different numbers, and that both are housenumbers (that's what I
have been told on talk-it).
Here's an example for the same housenumber in different colour and same
street (600m distance) :

For completeness, these occur also in Florence, Savona and maybe other
places.

 I have also asked what people are using on the ground when giving their
address, and while some only add a "R", this is generally not considered
safe, because of indexed housenumbers (1A, 1B, 1C, etc.), so they often
spell it out (37 rosso).
