What is the difference between seamark:type=light_minor and seamark:type=light_major? Is light visible from 2 nautical miles "short-range light"? What about 5? 10?

"A minor light is a short-range light that marks obstacles in the same way as lighted buoys and beacons" So lighthouses should have seamark:type=light_major, right? But there are many lighthouses with long-range light but with seamark:type=light_minor rather than light_major.
