This does not solve the problem at all, as the network of streets and side-streets sharing the same name can be arbitrarily complex. What's needed is a direct relationship between one road segment and the one or two sidewalk segments that belong to it. Grouping a large number of segments that happen to share the same name does not help, no matter whether it's done via name tag or street relation. Therefore, copying the name to the sidewalk ways is simply a workaround to aid one specific use case: route descriptions in pedestrian routing.
