The roads I'm working on run connect major highways to the service road that runs adjacent to the entire length of the Tran-Alaska Pipeline. They are mostly blocked from public access but some are used for other purposes such as reaching an otherwise inaccessible river or lake.
I am using conventional tagging for the most part. The question I posed was partly to learn why other mappers invented and then used service=access. I suppose one can assume that most service roads are constructed as an access to something, be it a pipeline, an office, or a fuel station so it seems, on the one hand, to be a perfect fit, and on the other, redundant.
