How do you mean "less emphasis on the traffic lights"?
(or are the restrictions for pedestrians as well?)
I don't know, but the emergency route isn't the most logical route for
pedestrians nor cyclists.
I'm going there next week, haven't been able to find much info on the
actual route, so gonna put it on OSM using vespucci.
then you could add the traffic lights and add some tag for the frequency (or
make it up if there isn't), and a note...
