‎To be more precise:
‎In Germany you can get an under aged 'learner' license when 17, but the only restriction for that is you have to have a previously registered driver with you when driving. However, those people are explicitly Forbidden of any direct interference in driving. The mandatory lessons on Motorways come before getting any kind of cat license, either normal or learner.
So there is no restriction in Germany on what roads you can travel on with what license, provided, our vehicle meets the technical conditions (no vehicle allowed on Motorways that can go less than 80 km/h top legal speed).

So even countries that have some kind of learner license don't necessarily have any restrictions on roads concerning them, hence I think the tag as a general tag would be problematic, since it could cause confusion in different countries. 

And the tag does seem a bit unneeded since in the countries it applies, those aren't specific restrictions as far as I know, but general ones. So e.g. in country x you are not permitted on Motorways with a learner license, hence the tag is not needed if the Motorways are correctly tagged as such in the first place.

Yes, but that's a bit different because in this setting the instructor can interfere with the car (brake, steer etc), while the learner's license would only require someone with a permit in the car

Ostensibly to do the same thing....
