yes, the shelter function can also be tagged if the structure is
rainproof, but this is not about the structure (pergola), it's
about the function ((rain)shelter), and if this is the only tag
you will not be able to e.g. filter all pergolas
In some places shelters are from the sun, rainproof is not a requirement
here. Possibly with climate change there may be more use of shelters
from the sun.
