What about foot baths (i.e. shallow water)? The cold water pools of thermal baths or saunas? IMHO there is already an established tag for the places to swim (sport=swimming), but it doesn't cover all areas of water where people go into the water for some reason (leisure, health, recreation etc.), and it doesn't have to. And it doesn't describe the physical characteristics/nature of the place, but is rather an attribute to be added.
