In principle I agree with you. But the road network is very specific.
If you break one element, you may (to a varying degree) break the
network. It's not that much of a deal with, for instance, shops. If
you invent new tagging for them, no matter how clever or retarded it
is, it won't hurt other existing shops that are around.
