With currently agreed on definitions and tags you can't model these, maybe level=1.5 (or 1.333333333333333333333333333?) can somehow "work", but there is really no definition what a "level" is in osm (height - by extensively using the ele tag actual heights could be introduced, but this would lead to many nodes with the same coordinates in 2D. It would be really cool to have 3D mapping for places like these, but it is not compatible with the current state of things (editors, mappers (complexity), db, tools and tagging system). There's software around that automatically computes 3D models from a series of photos, this could be crowdsourced and used as basis for a 3D world model?
