I find the proposition that we find ways to engage the 95% more

mindset. I propose that we allow for limited contact with new users.
Offer an optional new users survey when they join, and send followups
at 1 week and 1 month to remind them to make a contribution. Of course
we should offer an opt out after the first email.
That sounds great for me. I already try to make a life of local JOSM
users (which tend to be dedicated) easier by carefully translating it,
but I think only small fraction of people knows the OSM and we have a
huge potential to grow. If we can use it, those "5%" will be much larger
number of course, so I still feel this is the way to go.
We can also try to ask casual mappers (with small amount of
contributions) what do they think about the project: what are their
personal goals they would like to achieve here, what they like the most
in OSM, and the most important part - what are the main obstacles they
struggle with and what's missing. This is very interesting group for me,
because after a few months (1-3?) or some initial amount of
contributions (n>50? 100?) they already have some insight in the
project, but still have a fresh look at it.
