if that toilet is tagged with amenity=toilets it is a tagging error and the tag should be fixed or the object completely removed. The toilets tag is for "toilet[s] open to the public". If you find yourself inside an area that has "operator=Massachusetts > Electric Company", then the router can safely assume you can access > anything with the "private:" prefix and a "operator=Massachusetts Electric > Company" tag. > > not at all.
