It may be a bit off-topic, but as I have expressed elsewhere, I think one of the problems with the current voting process is the infrastructure.
I believe that using a mailing list plus wiki voting worked ok so far, but needs to be updated. Most young people probably don't even know what a mailing list is. I personally find it unnecessarily cumbersome to use it. We should try to look for other systems, such as Loomio [1] Another problem I see with the proposals is that usually the proposal writers themselves don't have a good sense on when they should discuss more about the proposal, go to voting, make changes, etc (or even lose the will to do it); leaving the proposal in a draft limbo.
