I agree on landuse=highway (because they are clearly part of the highway), although that doesn't seem to be a very helpful way of tagging, I'd also include them in area:highway but they are in no way amenity=parking in my understanding. "parking" is different from "break-down" even if it might look similar (car is not moving). cheers, Martin
