I read the wiki entry on steps (http://wiki.openstreetmap.org/wiki/Tag:highway%3Dsteps) and the discussion page,This is exactly the same kind of question as the one I raised about pedestrian crossings. They are places where pedestrian can walk safely and they can also extend on a rather large areas and be along a way (on it, not beside), or even be a way by themselves when they are painted across an area such as a parking lot. The conclusion is that crossing=* can simply apply no nodes, ways, and areas. There was first a reaction against these unusual situation. Then, after I wrote a fuller explanation, silence. The saying says that silence is agreement. Rejoining your case, I once had to map a special step configuration. It's a monument called "perron" in this region, made of a some 50+ cm stone pole and surrounded by a base made of circular steps (piled up decreasing radius disks in SVG). I don't remember exactly how I mapped that steps= circle, but I remember that it was erased by a member of the species who simply erase what they don't understand without even contacting the author. Beware of getting out of the queue (line) ! ;-) Cheers
