For campsites there was a discussion a while back and the wiki has some of the results including how to tag water at an individual pitch: http://wiki.openstreetmap.org/wiki/Proposed_features/Extend_camp_site#Tagging_of_individual_pitches Potability of the water was not, however, considered.
