Please have a look into the archive of this list and the discussion of the sidewalk proposal.
It was designed to replace footway=both/left/right/none but transition is slow. JOSM just introduced a validator warning offering an automatic change. Speaking for myself, I did not care to change a whole city and with your mentioned numbers a well-designed software will still look for both tags.
