My vision was more along these lines. There will be a tagging
committee: It will maintain the official OSM tagging scheme. Mapping
will not be changed w.r.t. the current situation. The tagging
functionality as such will remain as it is, however:
'We' already have a 'system' of similar attributes.
The 'official tags' have wiki pages
The mapers can use tag that have no wiki pages
Having a 'committee' will not change the use of unofficial tags.. so
tags that don't get approved by the 'committee' will simply be used
anyway. Poor tags would probably go through a committee too, and
probably reject 'good' tags as well. Consider the 'committee' to be this
loose group of people here, that constantly changes and needs no
selection, election but simply exists on the good intentions of the
members. Much like the rest of OSM.

Someone said 'pick your battles'. I don't see it that way. I seek
information. Hopefully it will help with future proposed tags. Not
seeking to 'win' nor 'loose'. Nor change things directly with this subject.

What I'm after is a 'guide' rather than strict rules. Strict rules won't
encourage people to map things. Consistent tags, tools that are easy to
understand and use will encourage people as they don't have to
understand complex things.
I could pick on a few tags that I think would be better placed
elsewhere. But that is from my perspective and attitude. I'd like your
perspective and attitude on how tags should be organised. In particular
the top level tags ...
