I think that it does matter, how many objects are changed, because changing
13 indicates that these are some edge cases or outliers or typos (or
potentially also a new/alternative way of tagging), in any way nothing
established (if these are all objects with these tags), while changing 500
objects is different in that it would seem to be something more established
(and potentially more mappers involved, etc.), so I'd make the mechanical
edit guidelines apply even if you looked at all of them "individually"
(this "individual look" will still very likely not imply any kind of survey
or on the ground truth).
