Such buildings should be mapped with building:part=yes+min_height=* objects: http://wiki.openstreetmap.org/wiki/Simple_3D_Buildings But if a building is partly raised, then a pedestrian area should be present under that part, but it should still be cut out through the part where the building is not raised.
