I think it's being kind to other languages speakers to allow  them to
find the words in the dictionaries.
As well as the dictionaries not using abbreviations themselves btw by
the way.

But cultural issues interfere.
To a Russian speaking person, "street" is nothing but ул. (улица)
Look at the OSM map.
And they really love abbreviations (coping for long words).
The traditional way to write an address is as follows.
Not illogically in the order of what the letter traverses.

Russia, Россия
обл. Нижегородская (область, sort of state)
г. Октябрьский (город, town)
606480
ул. Победы, (улица, street)
д. 20, (дом, house)
кв. 29  (квартира, apartment (quarters))
