I used so far: shop=photo For shops that sell cameras, equipment and related services (cleaning, repair), offer printing (either off- or on-site) and maybe simple portrait photos for use on ID documents
shop=photo_studio For shops that offer, in addition to the above, artistic photo services like portraits, group pictures, wedding/child photography, nude, object photographie etc. and also sell those pictures and other products related to (bigger) photo-prints like canvas, mounts, easels, etc. A shop like this will usually have an on-site studio. I would probably use craft = photographer if there was no shop selling things but only the services and maybe the studio from the above.
