Matthijs says it quite clearly in his proposal page: "Although not a
formal requirement either, I have asked the Data Working Group for
permission before carrying out this edit."

(You may be right that it's odd to get the DWG explicitly involved in
such pre-approval, and they might not want to set that precedent...
but I guess the DWG will have more to say about that than me...)
