It comes down to cost and focus.

The cost, into perpetuity, of storing thousands of images is substantial.
 The organization would have to make that a priority.
Projects like openstreetview.org don't scale, and are not sustainable over
the long term.

Plus images from wikimedia commons satisfy a huge fraction of the current
use cases for images attached to osm objects
(need a picture of a particular castle?  Wikimedia commons probably has it).
