Plus, the project seems to be inactive. It comes down to cost and focus. The cost, into perpetuity, of storing thousands of images is substantial. The organization would have to make that a priority. Projects like openstreetview.org don't scale, and are not sustainable over the long term. Plus images from wikimedia commons satisfy a huge fraction of the current use cases for images attached to osm objects (need a picture of a particular castle? Wikimedia commons probably has it).
