Looking at your proposal I guess you are aware of these: http://wiki.openstreetmap.org/wiki/Sac_scale http://wiki.openstreetmap.org/wiki/Key:trail_visibility http://wiki.openstreetmap.org/wiki/Proposed_features/Obstacle surface width etc. Other parts of the definitions (if a way is part of one or more hiking routes) can also be seen from the actual relations that way is part of.
