My opinion: Explicit is better than implicit. Bicycle=no seems to be
the logical default, but there's nothing wrong (and something good)
about distinguishing "we haven't checked so we assume the default"
from "we have checked, and indeed the default applies". However, you
might want to ask him where he gets the information from. If the
answer is "all British motorways forbid bicycles", then it's not a
good action, by claiming an amount of certainty that we do not
actually have.
