Might just add our used method to get the sleds uphill. Tie all sleds in a row
behind a car (with non-skid chains) and drive uphill. We usually  even ride on
the sleds while pulled uphill.

You are right there are differences between informal and official slops. This
leads to different rules and right of ways.

As official ways I know pathes, tracks and even roads which are signed, prepared
and often reserved for sleds the whole winter or several hours a day. Often
there exists some kind of transportation system to get uphill but it is not 
needed.

E.g. 4 could be both official or informal but actually I would not tag an
informal one as they usually are quite dangerous and only usable in a night with
heavy snow fall.

Problem are the mountain passes. They are either closed with avalanche risks or
they are important connections and snowplowed. You are probably better of using
touring skies as it is no fun to sled through one meter of powder as you won't
get speed.
