Of course there is no 'artificial' water. But following this logic, we can also tag a pedestrian area with natural=cobble_stones. It's the enclosure of the water that is man made and mostly even the existence of water in that spot. And still you recommend to tag the whole area as natural=water, amenity=fountain?
