Of course there is no 'artificial' water. But following this logic, we
can also tag a pedestrian area with natural=cobble_stones.
It's the enclosure of the water that is man made and mostly even the
existence of water in that spot.
I would rather use a man_made=reflection_pool without the natural=* addition.

I can't follow you here: You say that natural=water is flawed, that
there might be fountains without water and that a fountain might
consist of several materials besides water.
And still you recommend to tag the whole area as natural=water,
amenity=fountain?
