As in many other cases (e.g. pubs that are also restaurants and/or also hotels) as a mapper you have to pick the most appropropriate tag. There will always be edge cases.
The "most useful" tag is the one that most people are likely to use - if it's too complicated to make it into editor presets and too complicated for people to remember it won't get used.
