Actually almost any proposal containing relations is criticised from this perspective (relations being too complex/complicated for mappers). You say someone has to do the coding, I disagree. It has already been done. JOSM with RelationToolbox plugin and, as Petr says, Merkaartor are handling relations just fine.
As for Potlatch, "do not tag for the renderer" should apply to editors as well. Maybe the idea that complex reality can be expressed in a very easy way is wrong. That would mean that editors have to become complex or stop being usable for all operations. What way should Potlatch choose is not my decision.
