It is. It is a perfect circle on a frictionless plane. But if it's not, use the minor radius, then calculations can be done for the worst case (large vehicle, smallest angle turn). Besides, no-one is going to go out with a tape measure. It's going to be eyeballed, or estimated from an aerial photo.
